After the 1991 collapse of the Soviet Union, a number of republics broke away from Russia and became independent nations. The Chechen Republic was one of these nations. Russia denied the Chechen declaration of independence, causing tension to escalate into warfare by 1994. During the war the Chechen government collapsed, and the war destroyed approximately 80 percent of the country’s economic infrastructure.

In 2000, Russian forces launched a full-scale war in Chechnya, causing a mass exodus of more than 1.5 million people, primarily Muslim Chechens. The people of Chechnya have been battered by years of conflict and displacement. While the major conflicts have ceased, the prolonged fighting has destroyed Chechnya’s infrastructure. Many areas of Chechnya lack such basics as paved roads.
